This invitation-only workshop series will be comprised of key staff and influencers from the Centers for Medicare & Medicaid Services, United States Department of Health and Human Services, safety net health plans, clinicians, states, and patient stakeholders. These convenings will provide a unique forum to design potential new approaches to risk adjustment and further develop policy options for Medicaid and Medicare.

Primary care is where most outpatient healthcare is delivered and where more than one-third of all visits take place. However, how primary care clinician decisions and behaviors affect total costs of care is poorly captured and understood by payors and policymakers. Initiated in 2016, Starfield Summits were created as multistakeholder discussions on topics of critical importance to primary care, intended to inform and create movement in research, policy, training and practice.

With the digitization of everything from videos to voices and documents, artificial intelligence and machine learning (AI/ML) have revolutionized industries, including medicine, but have yet to transform primary care. A review of primary care AI/ML concluded that the field remains in “early stages of maturity,” despite a history spanning nearly 35 years. Only 1 out of every 7 of these papers includes a primary care author; therefore, one barrier to greater impact is engagement from the primary care community.
